The human body bleeds the same in every country, I believe that there should be a common level of training, treatment and management standards across all borders.
I do not understand why this basic logic cannot be identified and agreed upon, then the Medical and Rescue Practitioners around the world can travel whenever and wherever with the knowledge that they can assist if required without concern for the "local protocols" and the big question am I covered to help this person, or will I loose everything, because I tried to help with the skills that I worked long and hard to achieve, so that I might be able to help others?
